The primary purpose of the Procurement and Subcontracts Manager is to be involved as early as possible representing Procurement as an integral part of a Bid, Product or Project team, co-ordinating the resources of the function as necessary in order to optimise it’s contribution to producing competitive bids and products, and delivering profitable projects.

You will work with internal stakeholders to ensure acquisition or sourcing strategies for a bid, product or project are aligned to the needs of the business in the short, medium and long term. You will also work with the bid and product development teams to ascertain the needs, competitiveness objectives and target costs.

Key Responsibilities
Collaborate with key stakeholders to understand both internal and external business requirements and business drivers
Design of supply chain strategy and supply chain architecture (national and international) to meet offset/in-country requirements
Working with the business, identify and engage with strategic partners/suppliers/third parties
Own the commercial relationship with suppliers including detailed contract negotiation where appropriate
Co-ordinate the activity of all Procurement resources in support of the bid ensuring timely responses.
Analyse, forecast and where required negotiate and deliver savings both direct (e.g. price) and indirect (e.g. reduction in operational cost through outsourcing of build activity)
Commit to Procurement performance in the bid including bought in costs, delivery/leadtimes, quality, resource management, cash-flow, risks and opportunities.
Ensure Non Disclosure Agreements are in place and valid prior to supplier engagement, ensuring Thales technical and commercial proprietary information is protected.
Employ suitable reporting, tracking and performance management tools and techniques and represent Procurement at business reviews.
Work with Engineering, Planning, Manufacturing and Quality to ensure the release of procurement specifications, statements of work and requisitions to support project delivery.
Manage the procurement of high risk /high value requirements for allocated project/subcontract
Draft and negotiate agreements – MOUs, SLAs, Teaming Agreements and Subcontracts.
Manage the schedule and performance of allocated work packages, ensuring rigorous adherence to business governance
Skills, Qualifications and Experience
Broad range of Procurement skills focused on: Needs Analysis, Design to Cost, Make-Team-Buy, Technical Interface Management, Acquisition Strategy definition, International Sourcing, Supplier Management, Risk and Opportunity Management, Subcontract Management.
Able to lead and where needed contribute as part of cross functional teams
Gravitas and communication skills to operate and collaborate at senior levels internally and with Suppliers, both UK and internationally
Interpersonal skills to optimise cross organization working and to work effectively with suppliers.
Commercially astute with advanced negotiation skills and experience including differing contracting models and knowledge of contractual terms
Definition and delivery of Supply chain strategy (ideally global) including definition and delivery of supply chain architecture
Delivering against functional procurement targets/goals within a business development/business winning environment
Proven experience in mid to senior level procurement
Track record of success in a similar role in relevant businesses or markets
Supplier Relationship and Performance Management techniques and measurement
MCIPS or equivalent qualifications in other disciplines
