System Engineering Manager

The main purpose of the Engineering Manager is to plan and coordinate the whole engineering activities for the system within the constraints provided by the agreed architecture and design policy in order to satisfy customer requirements and ensures global development consistency.

The role covers the full perimeter of the engineering including Supply Chain and Subcontractors.

The Engineering Manager:

Will ensure the timely delivery of the System Engineering Baselines (requirements and design) mapped to the Customer Requirements in support of the Development & Production engineering programme
Will ensure the timely delivery of Software Releases in support of the Integration and Test Programme, including Supply Chain.
Will ensure timely closedown of the System Engineering lifecycle in support of the Development & Production items.
Will ensure successful delivery of all supporting engineering deliverables to the overall Development,
Plans and coordinates the whole engineering activities for the system within the constraints provided by the agreed architecture and design policy in order to satisfy customer requirements and ensures global development consistent Integration, Test and Acceptance programme
Will ensure delivery of Safety & Security requirements in support of associated accreditation
Is responsible for the supervision of engineering resources

Principle Relationships – Relationships will be required to be built and maintained with the following principals:

Works with the Project Manager in agreeing and overseeing the execution of work packages within the Product Development organisation.
Is responsible to the (Project) Design Authority for approval of System Design in compliance with Tech Spec requirements.
Works with Supply Chain Executive regarding supply of requirements and design baselines to support subcontract developments.
Works with Supply Chain Executive with respect to delivery of subcontractor hardware and software deliveries.
Works with the Integration, Trials and Acceptance Executive, delivering engineering products into integration and supporting integration, trials and acceptance through the resolution of issues and preparation/analysis of evidence.
Works with Support Organisation to manage engineering dependencies between system and training requirements & design.

Key Responsibilities and Tasks

The Engineering Manager will have use the design & development resources assigned to the project to conduct engineering activities as defined by the appropriate programme work packages. This will involve management of the teams responsible for System Engineering, the Capabilities and Client/Server Software Development.

The Engineering Manager is responsible for:

Requirements, System Engineering, Software Engineering & Hardware Engineering baselines
Coherency and consistency of the engineering on the programme and within the Thales Chorus 2.0 processes and procedures
Ensuring the effective interfacing with the external Thales engineering and operational organisations
Ensuring the compliance of the engineering baselines with the policies, directives of the (Project) Design Authorities and requirements as captured within the Tech Spec document.
Delivery on time and to cost, of the design and development products in support of the Programme schedule
Managing the risk mitigation activities within the engineering WBS and reporting to the Risk Manager
Ensuring application of quality processes

The Engineering Manager is responsible for the following planning activities:

Responsible for engineering management plans
System Engineering Management Plan; Software Development Plan; Hardware Development Plan
Responsible for planning and conduct of Engineering Change Boards.
Responsible for planning the engineering risk management
Responsible for planning the configuration management of all engineering assets.

Experience and Skills

Experience of development of large scale complex systems.
Multi-discipline background (systems, software, hardware).
Good communicator
Able to negotiate with and influence all stakeholders including peers & non-direct reports.
Ability to define WBS, OBS and associated tasks, tailor the development process and ensure achievement of the development baselines (functional, allocated and product).
Manages Risks & Opportunities of design and development during bid and delivery phases, guarantees programme commitments, including those flown down to subcontractors and partners.
Ability to mitigate risks and assess opportunity ROIs (Return on Investment) which may need to change the engineering baseline.

Education and Qualifications
Minimum 2:1 Bachelor Degree (BEng, BSc) in a Numerate, Scientific or Engineering subject or Higher Education/equivalent training and experience.
HNC/HND qualification may be acceptable with relevant experience in the technical areas indicated above.
