Job Summary
USAID’s Palestinian Renewable Energy Project (PREP) aims to significantly advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank and Gaza. The project focuses to improve the Palestinian Authority’s efforts to modernize and diversify the Palestinian electricity sector. The project focuses on improving access to and reliability of electrical services by strategically incorporating renewable energy, while increasing the Palestinian Authority’s control of its electrical supply and affordability over time.

The Senior Energy Advisor will advise on bringing state-of-the-art practices to the sustainable development and management of conventional energy resources. The Advisor will build effective working relationships with senior officials, USG partners, donors, international financial institutions, and other sector counterparts, and build capacity of electricity sector institutions to manage and operate the national transmission system. This is a long-term position based in Ramallah.

Minimum Requirements;
A minimum of a bachelor's degree in a technical discipline related to energy and/or power, public policy or finance as related to energy and/or power systems, or other relevant field (electric engineering or petroleum engineering or chemical engineering or a combination of these) is required;
A minimum of 7 years of international experience in the energy sector with a solid understanding of policies, strategies, technology, and social components related to energy sector reform, utility management, and rehabilitation and expansion of electricity transmission infrastructure;
Understanding and experience utilizing electrical system engineering tools, models and databases;
Extensive experience in energy institutional and policy development and reform, working with government agencies and multiple stakeholders;
Demonstrated successful experience advising and training international governments and electric utilities on the planning, construction, operation and maintenance of the national power grids;
Experience implementing utility billing and metering programs, including application of SCADA systems;
Understanding of technical, commercial, financial and legal terms of power sale to distribution companies;
Strong analytical and communication skills and problem-solving abilities;
Outstanding leadership, communication and interpersonal skills, as well as the ability to communicate cross-culturally and exhibit cultural sensitivity are essential;
Business proficiency, written and spoken, in English. Professional working proficiency
