Our specialists are responsible for the management and control of hundreds of major capital programs totaling over US$300 billion across all continents and market sectors, including transportation/infrastructure, mining and minerals, environmental, facilities, water and energy.

Job Summary Project Summary

The Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) project will support the Government of Tunisia (GoT) to achieve the regional integration, social cohesion and decentralization objectives enshrined in the Constitutiton of 2014. The GoT has articulated two tracks to achieve these objectives – bottom-up municipal development and centrally managed de-concentration. TADAEEM (also Arabic for “consolidation”) will help on both tracks, and work to ensure that the necessary convergence takes place in a way that can rapidly demonstrate change and improvement.

TADAEEM has three objectives:

Improve citizen participation in and oversight of key government functions (30% of overall effort)
Municipal institutional and service delivery performance improved (40% of overall effort).
Regional and national coordination and service delivery mechanisms improved to respond to needs of citizens via local government structures. (30% of overall effort)

Responsibilities

Provide technical and managerial leadership across programs and operations.
Lead design and implementation of all program components and activities.
Serve as primary liaison to USAID, governmental authorities, private sector stakeholders, local organizations, and other donor organizations.
Participate in USAID meetings and site visits as requested.
Provide mentoring and professional development support to project staff, with an emphasis on building capacity.
Oversee budget preparation and provide financial oversight to ensure strict fiscal accountability.
Ensure the highest quality of Collaboration, Learning and Adapting, documenting learning and adjusting programming to reflect an evolving context.
Ensure program implementation and financial management complies with AECOM procedures and USAID rules and regulations.

Minimum Requirements
Minimum of fifteen (15) years’ experience in a relevant technical sector, demonstrated success in decentralization frameworks and municipal government capacity building.
Deep understanding of, and experience working in, the governance sector and activities focused on institional sstrenghtening and service delivery.
Advanced Degree in international relations, public administration, public finance or relevant field.
Demonstrated understanding of the special requirements necessary to manage programs in a challenging environment.
Successful track record implementing and managing USAID-funded projects.
Experience and skills in training and managing office staff.
Excellent organizational, analytical, oral and written communications skills.
Demonstrated supervisory and leadership skills, ability to work well in a team environment.
Written and oral fluency in English.
Advanced oral and reading proficiency in French and/or Arabic.

Preferred Qualifications
Recent work experience in the Middle East and North Africa (MENA) region or demonstrated understanding of the challenges and opportunities in the region.
