USAID’s Palestinian Renewable Energy Project (PREP) aims to advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank and Gaza. The project focuses to improve the Palestinian Authority’s efforts to modernize and diversify the Palestinian electricity sector. The project focuses on improving access to and reliability of electrical services by strategically incorporating renewable energy, and by increasing the Palestinian Authority’s control of its electrical supply and improve affordability over time.

As a result of the agreement signed by the PA and Israel, the PA will have to acquire electricity from the Israeli Electric Company, and be responsible for overseeing the commercial and operational administration of the Palestinian electricity sector, including taking full responsibility for billing and collection. PREP’s objective is to provide the support necessary to ensure success of this agreement between the PA and Israel, and to support the burgeoning Palestinian energy sector.

The Commercial Expert will assist the Palestinian Electricity Transmission Company Ltd (PETL) in developing of draft commercial and financial terms of power sales agreements between PETL and DISCOs as well as the possible negotiation of these terms. This is a short-term consultant position based in Ramallah.

A minimum of 5 years of international experience in drafting and negotiating commercial and financial terms of power supply and power purchase agreements;
A bachelor's degree in a technical discipline related to finance, accounting, energy or other relevant field is required;
Good knowledge of the international best practices in the regulations for and the commercial operations of transmission and distribution companies;
Strong analytical and communication skills and problem-solving abilities;
Outstanding communication and interpersonal skills, as well as the ability to communicate cross-culturally and exhibit cultural sensitivity are essential.
Business proficiency, written and spoken, in English. Professional working proficiency (Level 3) as defined by the International Language Roundtable
