Protection Officer - Mixed Migration

ORGANIZATIONAL CONTEXT

The Protection Officer (Mixed Migration) will function under the direct supervision of the Senior Protection Officer for the UNHCR Libya operation. The Protection Officer will serve as the focal point within the Mixed Migration Working Group (MMWG) which is co-led between UNHCR and IOM, in developing protection policy related to refugee protection and durable solutions within the mixed migration context, support in developing SOPs and enhanced case management within the Working group and sub-groups. The Protection Officer will also support in following up on implementation of UNHCR’s activities within the mixed migration situation (rescue at sea and detention).

FUNCTIONAL STATEMENT

Accountability

- The protection needs of populations of concern are met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles governing humanitarian coordination.

- The Libya operation has a clear and coherent comprehensive protection strategy which incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization's global, regional and country level priorities.

- The participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.

- National protection capacities are improved through direct engagement, research and advocacy with all relevant external interlocutors.

- Protection incidents are immediately identified and addressed through direct intervention, advocacy and public exposure.

Responsibility

- As a focal point for the Mixed Migration WG and sub-WGs, ensure effective coordination, liaison and collaboration with relevant internal and external partners on mixed migration including Rescue at sea and detention.

- Promote and contribute towards integrated approach on asylum/migration issues in Libya, including developing SOP (in coordination with IOM and relevant actors) including on detention (case management), human trafficking.

- Provide regular analysis and situation report on migration trends and onward movement, building on available facts.

- Follow up on the implementation of EU and DFID funded projects in relation to the mixed migration situation (including RDDP and DFID).

- Monitor, gather and analyze information on a range of issues related to asylum/migration, including new developments and trends.

- Assist with the development of project proposals to enhance/expand UNHCR’s response in the situation of mixed migration

- Provide regular reporting and monitor quality of all reports issued in relation to mixed migration (UNHCR’s activities/intervention).

- Coordinate with IOM on management of the Technical Working Group-Coast Guards and develop new strategies and Agenda items for the consultation meetings.

Authority

- Co-Chair Mixed Migration working group meetings with IOM.

- Supervise national staff and follow up on UNHCR’s Intervention with authorities on protection issues.

- Direct liaison with the Coast Guards, detention managers and all stakeholders engaged in rescue at sea intervention

- Take decision on referral of detained asylum seekers for fast track registration in liaison with the relevant UNHCR’s staff

- Enforce compliance of staff and partners with global protection policies and standards of professional integrity in the delivery of protection services.


ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED

- University degree in Law, International Law, political Sciences or related field with good knowledge of International Refugee and Human Rights Law.

- Minimum 04 years relevant work experience in the field of Mixed Migration.

- Excellent knowledge of English and working knowledge of another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

- Diverse field experience desirable.

- Good IT skills including database management skills.

- Completion of the Protection Learning Programme, RSD- Resettlement Learning Programme, MLP.

- Knowledge of Arabic language.
