Head of Regulatory Compliance

An opportunity has become available for the role of a Head of Regulatory compliance and airworthiness to lead the Intelligence, Surveillance and Reconnaissance (ISR) Regulatory Compliance Organisation (RCO) based at Crawley. The role will include, management of regulatory compliance on assigned projects, maintenance of compliance matrices and expositions for assigned projects and approved organisations, horizon scanning for changes in regulation and maintenance of regulatory baselines, corrective action management and management of regulatory applications for Alternative Agreed Means of Compliance, Waivers etc.

This role will include occasional working at other Thales sites in the UK and also work off site at related establishments.

Management and leadership of the airworthiness and design Regulatory Compliance and monitoring Organization inc:

Transition of organisation to MAA DAOS TAE5000/EMAR 21
People management
Oversight of the DMS ISR DAOS/CFAOS/CAMO processes and organization
Oversight of the DMS ISR Design Process
Assignment of officers
Oversight and management of the Competence Management System
Ownership, preparation and Maintenance of the DAOS Design Organization Exposition
Documentation Management
Point of contact with the MAA/CAA and other regulatory bodies
Interaction with Industry and Regulatory Bodies

Principle Relationships - Relationships will be required to be built and maintained with the following principals:

ISR/DMS/UK Business leads and CODIR
Engineering directors/functional leads
Head of design organisation
Regulatory compliance manager, airworthiness and safety managers
Project/bid managers
Technical Director
Form 4 post holders
Head of Flying/CFAOS Post holders
Accountable Manager (Military Flying) (AM(MF)).
Regulatory Compliance Organisation

Key responsibilities & Accountabilities

Accountable to the board for the for the continuing compliance of the DMS/ISR airworthiness design process
Accountable to the board for the continuing accreditation by MAA for design organisation
Accountable to the board for the regulatory DAOS/CFAOS/CAMO compliance matrix
Accountable to the board for the compliance of the DMS/ISR DAOS Design Organization Exposition
Responsible for assurance of design against the airworthiness design process
Responsible for the compliance audit of sub-contractors and adjacent organizations (MAOS/DAOS, part 145 etc)
People management

Experience and Skills

Excellent leader with the ability to understand the detail but also plan strategically
Significant demonstrable experience in the area of military (or civilian) airborne regulatory compliance, airworthiness and safety in particular related to the MAA/CAA, DAOS/MAOS/CFAOS schemes (or civilian equivalents).
Significant demonstrable experience in the development life cycle of airborne platforms, equipment and systems and the management of airworthiness and assurance.
Knowledge of CAA/MAA regulations related to design, certification, continued airworthiness and operation
Proven man management experience
Excellent communicator with strong influencing and persuasion skills
Quick learner – open mind receptive to change
Ability to facilitate when working with teams
Self-motivated and willingness to challenge the status quo and improve on the standard
Ready and willing to respond to a change in direction to keep things moving forward
Team Player with good self and other awareness
Strong disciplined approach to process and attention to detail

Education and Qualifications

BEng/MSc or higher in related engineering/aerospace discipline or equivalent service related qualification and experience
Relevant recognized qualifications/certification to demonstrate the required level of SQEP in the airworthiness discipline
