About the Business Line Program, Cost, Consultancy
We provide cost and project management services, and specialist consultancy services, to public- and private-sector clients around the world, with a strong presence in Africa, Australia and New Zealand, Europe, the Middle East and the United States.

Job Summary Job Summary
To support the project lead for cost planning, cost management and procurement across a portfolio of projects for a single client. You will be part of a large team and be expected to maintain day to day management of a number of QS’s.
The specific role required initially is to provide procurement advice and support and technical delivery seconded as part of a larger AECOM team within a major Client organisation in Dubai.

Duties & Responsibilities
Ability to advise on procurement routes, contract forms and detailed knowledge of the local market
Production of cost estimates at concept, scheme and detailed design stage.
Engage with the supply chain to ensure all estimates are reflective of current market prices.
Oversee the production of a detailed BOQ for tender.
Undertake prequalification process in accordance with client’s specific requirements.
Manage the tender process, review and analyse tender returns and prepare a recommendation to the client.
Input into value and risk management workshops as required by the client.
As primary project cost controller, ensures that the project remains on budget through the design and construction phases.
Liaise with the separate contract admin team to ensure a robust handover of pre contract documentation and be available to respond to future queries as needed.
Assesses and values progress payments and change requests.
Reviews and compares scopes of work, production rates, and cost data.
Preparation of earned value reports.
Prepares, reviews, and updates cash-flows.
Estimates variation orders for Subcontractors/GC Contractors.
Reviews and evaluates payment certificates for Subcontractors/GC Contractor.
Evaluates and negotiates variations and change orders in liaison with the Contract Administrator, Commercial Manager, Design and Construction Team.
Evaluates and negotiates final accounts settlements.

Minimum Requirements
Specific skills required
Considerable knowledge of the principles and practices of cost management.
Knowledge of the principles of management, organization and administration.
Detailed knowledge of procurement practices.
Computer literate in all Microsoft applications.
Ability to communicate effectively with Clients and other project team members
Excellent leadership skills
Strong verbal and written communication skills.

Build successful working relationships with both internal and external teams
Ability to handle multiple tasks and establish priorities for the timely completion of work.
High level of professionalism, initiative and creativity.
Problem solving/lateral thinking skills.
Experience
A minimum of 8 -10 years’ relevant experience.
Experience in large portfolio projects including residential, hospitality and retail preferable.
Strong supply chain links would be an advantage.
Communication and formal English language skills are considered essential as the candidate will be required to present on a regular basis to senior client personnel.

Preferred Qualifications Qualification
Qualified as AAIQS/AFFIL, MRICS or equivalent.
