AECOM has been charged with the execution of program management services to the DIO supporting major enabling infrastructure works (with phases involving, but not limited to, initial assessment, selection, definition, execution and operations.

The Program Delivery Manager has the overall responsibility and accountability for managing any combination of phases, including initial assessment tasks, basic design and engineering packages (BDEP) and engineer procurement and construction management (EPCM).

The Program Delivery Manager is responsible for technical program and individual project management, quality and execution for delivery of overall program requirements during any and all phases of services.

Co-coordinating program related matters and their solutions between the client/delivery partner and various program stakeholders.

The Program Manager shall ensure all changes and solutions are implemented and coordinated within the scope and schedule for program services and be responsible for providing leadership and direction to the program team in quality, responsive technical resolutions and management of services to the client that enables the achievement of goals and objectives in delivering the respective program.

Supports the Directors in providing leadership, meeting contractual requirements, and efficiently managing the scope, work schedule and quality of deliverables for program team members

Minimum Requirements

Drives the safety culture developing a strong safety ethic within the program management team and incorporated into program services

The Program Delivery Manager has the overall responsibility and accountability for managing any combination of the assessment, selection, definition, execution, and operation phases of program management services.

Provides program management services for multiple projects and concurrent programs.

Responsible for technical performance of the program(s) including:

Preparing, implementing, and maintaining the Program Execution Plan and Program Management Plan.

Establishing basic program parameters fulfilling the requirements of the client.

Reviewing technical deliverables of other enterprise program management offices (E-PMOs), management consultants, design consultants, and contractors with the objective of recommending no-objection/approval or identifying non-compliance.

Developing resolution for technical program issues and formally recommending to the client for instruction and implementation, including assessment of advantages and disadvantages with potential liability issues.

Ensuring all program deliverables meet or exceed the key performance indicators (KPIs) and are completed within budget.

Provide technical advice and recommendations to the Program Director and senior management of the program management team for undertaking performance management.

Consulting with the Program Director in the recruitment, retention and leadership and behaviours of the program management team.

Monitoring and mentoring technical experts to ensure that program outputs are subject to appropriate scrutiny and verification.

Managing resources of program management team to ensure maximum engagement and efficiency.

Manage all program matters between key program stakeholders – client, other consultants, contractors and external parties.

Coordinate and provide full assistance to the Program Controls Manager, Senior Manager of Contracts, Cost Estimating Manager, and other senior program staff for the monitoring, reporting and tracking of program deliverables and changes.

Responsible to establish, measure, maintain and lead an integrated program team with the primary objective for successful delivery of program(s).

Responsible for providing program management and guidance on all activities for the program.

Establish, manage and monitor KPIs related to deliverables for the program(s).

Exhibit the highest leadership, communication and negotiation skills to manage the program personnel and delivery.

Complete proficiency in AECOM Major Programs Systems (APMS).

Preferred Qualifications

Ideally Degree qualified in Project Management, Quantity Surveying, Engineering or equivalent.

Held Senior positions of progression as Program Manager, Senior Project Manager or Senior Construction Manager.

Proven experience within Programme Management roles.
