Transformation Lead - Programme Services Support

Job Summary

An opportunity exists for two individuals to join our site based team in support of a major programme of work for the MoD.

AECOM is currently negotiating the next phase of the UK DIO contract and, once the negotiations have been completed, we will be looking for staff to fill a large number of interesting and challenging roles. It is anticipated that we will be recruiting for several staff for the roles. The roles will be across three locations so there will be some flexibility and in some cases there might well be a chance to work from home for part of the week. The approximate start and end dates is still to be confirmed, but we are looking for a mixture or full time employee’s and fix term contracts(6-18 months)

Previous experience working in the defence market is not a pre-requisite in the vast majority of cases.

Security Clearance will be required, so you will currently possess or be willing to go through the process of securing.

The Transformation Programme Services support position will:

Provide leadership on a number of programme related services on assurance, P3O and CoE development related tasks

Provide expertise as part of a tiger team to undertake schedule reviews and analysis as part of delivering a number of Delivery Confidence Assessments (DCAs) on complex infrastructure programmes and projects.

Shape and deliver the reporting outputs from the DCAs with clear recommendations / next steps specifically related to the scheduling component.

Support the applied logic of PRA (Primavera Risk Analysis) to compliment Risk Management reviews as part of delivering the DCAs and other P3O Risk Management activity.

Work with Head of PSO to design and shape a CIP (Capital Infrastructure Programme) Investment Performance summary report (IPSR) for all Programmes and Projects being delivered, and separate investment summary reports for each TLB.

Contribute to the design and implementation of database and information management strategies, to include system architecture and reviewing existing DIO system capability for this purpose.

Provide general controls advice to Head of PSO, and contribute to the development of Portfolio Support Office staff training plans.

Provide support to upskilling of civil service appointees and support the transition to a civil service staffed as directed by Head of P3O.

Minimum Requirements

Work closely with DCA lead to design the approach / tools and outputs for this initiative

As part of a tiger team, contribute specifically to the scheduling and planning outputs of the DCA reviews, providing scrutiny and challenge to Programme and Project schedules, analysing P50 / P90 projections on tasks and make clear recommendations of areas for improvement / development.

Provide support to Head of PSO / Cost Management team in the development / production / coherence of an overall CIP Investment Performance Summary Report (IPSR) and IPSR by TLB.

Support the application of PRA as an output of the DCA exercise and other Health Check activity being undertaken by the P30 Risk Management Team

Work with CoE and PSO in supporting data integrity initiatives across the PPD delivery team with focus on the IMS system


Contribute to a robust output from the DCA initiatives that could include a procedure, clear TOR, component service outputs and approach for future DCA roll outs.

A developed and robust scheduling and planning review output that fits with overall DCA leads expectations

A robust CIP Investment Performance Summary Report (IPSR) for the Head of P3O.

A robust IPSR by TLB into the Head of P30

A coherent Information Management strategy for recording and storing delivery based data in a consistent way across the PPD.

Preferred Qualifications

Proven experience in designing and implementing controls frameworks and performance reports to Time, Cost and Quality measures

Proven experience in at least two of the following disciplines: scheduling, cost management, information management, reporting, EVM.

A recognized professional qualification and 15+ years’ experience of chosen discipline

Excellent communication skills in all forms

Proven experience of working on large complex programmes and projects

Experience in developing Information Management solutions

Self-starter, driven with good consulting skills


Some experience of working in the Ministry of Defence / other UK public sector organisation

A relevant P3M Qualification

Experience of undertaking assurance reviews

A Primavera (P6) practitioner, with significant experience in scheduling and planning activity
