Programme Associate (HQ)

The incumbent would normally receive guidance from a more senior staff in the Bureau/Division. The incumbent is the day-to-day interlocutor between the Bureau and the Field to carry out liaison and coordination on all programmatic issues. In the Divisions, the incumbent will normally liaise with various Sections/Units and provide support and advice on programmatic issues. S/He performs a variety of functions related to planning, implementation and reporting for projects within certain geographical or thematic areas. S/he is responsible for collecting, recording and maintaining information on projects activities and budget expenditures. UNHCR Manual, Resources Allocation Framework, Operations Plans, UN and UNHCR programme and financial management rules and regulations will guide the work of the incumbent. S/he is expected to have contacts within the organization and with external interlocutors to share information on programme-related issues.

FUNCTIONAL STATEMENT

Accountability

- The needs of persons of concern in the countries are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
- Implementing instruments and agreements are prepared within agreed deadlines.

Responsibility

- Provide inputs/review data and budgetary documentation on Country Operation Plans, monitor and report in accordance to UNHCR established procedures and processes including those contained in Chapter IV, annual programming instructions, Resource Allocation Framework, Global Strategic Priorities.
- Review operation plans of the concerned country offices or Division using UNHCR's corporate tools (e.g. Focus Client, Global Focus, Globus Reader, MSRP) and follow up on any change required with regard to alignment of results chain, verifying indicators, budget, prioritization and apportioning, needed to measure programme performance, trends and target interventions and generate data for evidence-based decisions.
- Verify that the commitments made under the Area of Budgetary Control of a given operation are in line with the Operating Levels and align with the Operation Plan in Focus.
- Assist in providing inputs/review the submissions made to the Budget Committee concerning transfer of funds, increase/decrease of the operating level and follow up with concerned Units/Sections for necessary clearances.
- Maintain complete record of the financial status of operational budgets under the area of responsibility. Monitor commitments and expenditures in MSRP and advise the concerned country offices or Bureau/Division accordingly.
- Follow-up, in close coordination with the concerned Division Units/Sections on procurement liaising with the concerned units at Supply Management Service (DESS/SMS) and provide inputs for the memos for submission to Committee of Contracts.
- Assist in preparing periodic and ad-hoc reports on operational activities for presentation to Senior Managers and external interlocutors.
- Assist in acquainting field operations or other Units/Sections in new features and changes to institution-wide RBM tools and systems by providing coaching and on the job training when required.
- Follow up with operations or Units/Sections in planning, prioritizing, allocating resource particularly during annual and mid-year programme review processes by liaising with relevant Divisions at HQs.
- Assist in ensuring that the selection process for the Implementing Partners (IPs) is well documented and risk-based management factors are taken into account.
- Liaise with Division of External Relations (DER), maintain records regularly on status of earmarked contributions, commitments, availability of funds, compile data and produce narratives and financial inputs and reports for the Global Appeal/Report or any other reports assisting in keeping donor representatives briefed in developments of the operations.
- Participate in the briefing and debriefing of field programme staff.
- Perform other duties as required.

Authority

- Enforce compliance with UNHCR's global strategies, protocols and guidelines.
- Decide which issues of non-compliance with RBM processes and deadlines have to be brought to the attention of Desk team, country operations, or Senior Managers.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of secondary education with post-secondary training/certificate in Business Administration, Social Science or related field.
- Minimum of 6 years of previous job experience relevant to the function.
- Knowledge of UNHCR financial rules, procedures and processes.
- Knowledge of UNHCR specific programmes (MSRP, Focus, etc).
- Computer skills (in MS office).
- Fluency in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
- Prior exposure to UNHCR refugee operations and functions relating
