Environmental Economist

Job Summary
AECOM is currently seeking an experienced Environmental Economist. The water sector is going through an exciting time of significant and unprecedented change in how it takes into account environmental, social and human benefits in its decision-making. We have a great opportunity to join our growing team to implement best-practice economic evaluation methodologies in expenditure decision-making, and continue to shape best practice for the sector.

Job Duties
The Economic Valuation Lead will:
Bring in, develop and improve best practice economic modelling techniques and methodologies which allow the trade-off and prioritisation of expenditure across service outcomes.
Align economic methodologies with clients' asset management and regulatory needs.
Be familiar with methodologies to include un-valued benefits (as a quantity) such as the recommended approach in the Government Treasury Green Book and Natural Capital Protocol.
Have an appreciation of clients' business and stakeholder needs e.g. regulatory current and emerging context.
Understand how customer valuations and other forms of value, such as the Five Capitals, are used in water sector investment planning.

Principle Accountabilities
Work with senior colleagues to define the economic appraisal of clients' approaches to expenditure planning for all service outcomes.
Support asset and service modelling colleagues in developing and applying economic valuation and net present value ('whole life cost') assessment to inform expenditure decisions and strategies for all asset classes and service outcomes.

The Economic Valuation Lead will be required to:
Develop and implement economic models and valuation techniques to quantify the value delivered by clients' expenditure programmes.
Provide expert guidance to AECOM colleagues and clients.
Develop auditable methodologies to show how expenditure plans and decisions are consistent with longer term views of asset and network requirements.
Work with a wide range of areas of expertise in clients and additionally represent AECOM with external stakeholders such as academic organisations.

Specific Skills Required:
Knowledge and significant experience of applying economic modelling and benefit valuation.
Knowledge and application of expenditure appraisal methodologies.
Ability to challenge normal engineering and expenditure practices against alternative scenarios.
Develop scenarios and longer term strategic plans.
Ability to credibly represent AECOM at external meetings and sector working groups.

Minimum Requirements
Proven ability to combine intellectual rigour with effective communication, clearly explaining technical issues and drafting and presenting to a range of audiences.
Ability to plan, organise and prioritise tasks and programmes of analytical work to deliver high-quality work to strict deadlines.
Excellent interpersonal skills and capable of working within a team and ability to build effective relationships.
Knowledge and understanding of the UK Water Industry regulatory framework and principles.

Preferred Qualifications
Degree educated in Economics, Mathematics (or similar) or substantial relevant industry experience. (MSc or higher - Desirable)
Applied experience of economic appraisal or the development and application of cost benefit analysis methodologies within the commercial or regulated sector
