Local Administration Policy/Reform Team Lead

Job Summary

Position Description
AECOM is searching for a Local Administration Policy/Reform Team Lead for an upcoming multi-year USAID/Egypt-funded program focused on meeting the basic needs of Egyptian citizen through more effective public sector planning, government service delivery and administrative structures. The program seeks to deliver the following results:
Strengthened enabling environment and national-level administrative capacity for local governments to effectively and transparently manage resources (Component One)
Increased local administration effectiveness, as defined by improved competency, capacity and solutions to perform devolved functions and services with a community’s resource constraints (Component Two)
Increased local administration legitimacy, as defined by improved community engagement, responsiveness and accountability in the implementation of devolved functions and services (Component Three)
Duties and Responsibilities
Under the general direction of the Chief of Party (COP) and Deputy COP, the Team Leader will lead and manage a team of policy advisors who will design and implement activities to achieve Component One. This will include activities such as: analyze and review laws, policies, regulations and strategies; organize forums to facility policy/legal/strategy dialogues; advocate for relevant Government of Egypt (GOE) reforms or initiatives among stakeholder groups; strengthen institutions and their systems and staff; and, report on the program’s plans, progress and results. The Team Leader will also consult and collaborate with other team leaders and staff, and USAID and GOE counterparts to design and implement work plan that translates innovations and best practices into results-oriented tasks. Specific responsibilities include:
Collaborate with GOE senior counterparts and team members in the conceptual and practical design of activities to translate the approved USAID Results Framework into work plans, budgets and performance metrics
Lead and supervise staff and subcontracted policy advisors and practitioners assigned to implement Component One activities in the approved Work Plan
Prepare and Scopes of Work for short term experts and RFPs for subcontractors to obtain technical assistance to implement Component One on the approved Work Plan
As directed by the COP/DCOP, serve as a liaison to GOE partner institutions (ministries, parliament, regional and local government units)
Work with the other team members to prepare technical and management reports and project deliverables (monthly, quarterly, annual, periodic status reports, success stories and others)

Minimum Requirements

10 years of work experience working on public/local administration reform, capacity building, strategic planning and budgeting, community mobilization in Egypt
Advanced degree in a field relevant to local administration policy, such as strategic planning, public administration, public finance management, economics, or political science)
Experience with and a good understanding of administrative and local sector reform issues and actors in Egypt, and local and international best practices
A minimum of five years of experience managing other consultants, advisors or researchers
Proven ability to collaborate effectively with senior GOE leaders and government officials on policy, advocacy, and program design and implementation
Excellent written and communication skills and interpersonal skills
Fluent in spoken and written English and Arabic
Well organized, strong analytical skills, creative thinker, innovative and demonstrated personal initiative

Preferred Qualifications

Prior experience working on a USAID/donor-funded program
